A car driven by minor hit me from back, Police not taking action

FIR No. 0370 at PS Sector 113 Noida:
It has been 17+ days since the accident where a minor rammed into my 4-year-old car from behind. Despite our Superdari application pending before the court, the IO has willfully stalled the mechanical inspection report. The vehicle is decaying in the open yard. The IO has also called me repeatedly pressuring me for a compromise.

I am unable to meet DCP of noida as I am little busy in my office work also.

In our next court appearance, I want to request:
1. An urgent application for summons/show-cause against the IO for non-compliance.

2. Direct orders for on-site inspection by the MVI or release on Superdari subject to inspection in court/premises under Sunderbhai Ambalal Desai guidelines.

3. Invoking Section 199A MV Act against the car owner/guardian.
4. Permission for my insurance surveyor to inspect the vehicle at the station.

Please advise how we can move this before the Magistrate immediately
